RETIREMENT OF SUPT. EARLA-KIM MCCOLL: NCECC AND VGT BID A FOND FAREWELL TO A DEDICATED OFFICER

30 April, 2008

After 30 years of RCMP service, Superintendent Earla-Kim McColl is retiring from the RCMP and from the NCECC.  The NCECC thanks Supt.  McColl for her leadership, dedication, and professionalism over the years.

Earla-Kim will also be sorely missed by all members of the VGT and the letter below from Chair Jim Gamble sums up just how much:-

Dear EK

A career in law enforcement is always challenging and often frustrating. Some of us spend a career developing a particular specialism or in other cases progress through the ranks.  In my experience some individuals who reach senior posts become good managers, although few become exceptional leaders.  Those that lead are defined by the difference they make for their colleagues in their working environment and the communities they ultimately serve.

In my experience you epitomise all that is good in policing. You are a true leader, not afraid to challenge and determined to make a difference by doing the right thing.  Each jurisdiction within the VGT partnership, and many beyond have directly benefited from the work that you have lead in the RCMP.  Whilst I said at the beginning of this letter that our work is often punctuated by challenge and frustration, it is also one that delivers a greater reward than any other I can think of.

There are many children and families around the world who have directly benefited from your work.  Few perhaps know who you are or what you have done. So on their behalf I will take this opportunity to recognise the difference you have made - thank you.

I wish you every success in the future, God bless.

 Yours sincerely

 Jim Gamble QPM
Chair of the Virtual Global Taskforce

WELCOME TO THE NEW OFFICER-IN-CHARGE AT NCECC:   SUPERINTENDENT JOHN BILINSKI

Superintendent John Bilinski took over E-K's role of Officer-in-Charge (OIC) of the NCECC on April 28.  Supt. Bilinski has worked with the RCMP for 32 years and brings a wealth of policing experience to the NCECC and to the VGT.  He has worked as an investigator in the RCMP's Montreal Drug Section, the RCMP's Drug Enforcement Branch, Proceeds of Crime, and has been OIC of Alberta's Commercial Crime Section and OIC of Investigative Training in Ottawa.

He has also been a RCMP Liaison Officer in Spain and has served on a Peace Keeping Mission in Haiti.  Supt. Bilinski is pleased to be the new OIC at the NCECC and looks forward to working with the VGT in their efforts to protect the world*s children from Internet-facilitated sexual exploitation.
